Emergency Planning Committee Minutes
Don Button called the meeting to order at 12:02 PM with ten
members present. Members present were Sheila Brown, Keith Henderson, Al Baker,
Roger Gardner, Don Button, Frank Goldsby, JJ Deckert, Richard Everett, Nahum
Manzano and Sharon Phelps.
JJ Deckert made a motion to accept the minutes to the last
meeting, Seconded by Sharon Phelps. Motion carried.
E-Fm Consulting along with the Local Mitigation Planning
Committee had their first meeting, to go over the Draft of the updated
Mitigation Plan. Additional questionnaires were distributed to USD 214 and City
of Ulysses to fill out and return to E-Fm by June 15. A copy of the Drafted
Goals and Objectives were handed out and discussed. A web site has been
established so committee members can also go on line to look over the plan. As
soon as additional paperwork is completed and turned in, there will be two
public meetings set up so the community has a chance to voice their thoughts.
Don Button gave an update on the Southwest Kansas Regional
Planning Council projects. The regional exercise/training trailer has arrived
and training equipment has been placed inside. The trailer was used in Meade
County on May 1, 2010 during the OK Kids day activity at Meade State Lake. The
exercise/training trailer is available for the 18 counties in the SW Region. The
SWERV (Southwest Emergency Response Vehicle) is now housed in Ulysses. This
vehicle can be used for many things including evacuation, Triage, treatment and
transportation of injured people, sleeping quarters for the SWIMT (Southwest
Incident Management Team), as well as a rehab area for first responders. The
vehicle was donated by USD 214 and transformed from a school bus to a multi use
vehicle. The vehicle has foldable bunk beds, seating areas, as well as heat and
air conditioning. There is also a generator that allows electricity for the
vehicle inside and out. A ramp so personnel can walk into the back of the bus
without walking up steps. Both the exercise trailer and SWERV will be stationed
in Ulysses and can be requested through Grant County Emergency Management. 800
MHz radios have been distributed to Law Enforcement and Fire Departments.
Upcoming training was discussed including, Alternate Care
Site for Hospitals, in Garden City May 25, 2010. Grant County EMS will be hosting
Emergency Pediatric Care training, sponsored by EMSC (Emergency Medical Service
for Children, Kansas Department of Health and Environment). Contact Grant

Grant County Public Health is finishing their update to
their Bio-terrorism plan. They are also looking for grants to purchase newborn
infant seats.
Al Baker made a motion to adjourn. Sheila Brown seconded.
Motion carried. Meeting adjourned at 12:45PM.
Next meeting date will be June 17, 2010 at 12:00 Noon at the
Grant County Courthouse.
