                The Board of County Commissioners met in regular session at 9:00 a.m. with all members and the County Clerk present.

                The monthly department head meeting was held with the following in attendance: Randy McCauley, Road Department Administrator; David Graber, Transfer Station Manager; J.D. Neufeld, Civic Center Manager; Jerry Jo Deckert, EMS Director; Anita Alvarado, Health Department Administrator; Rita Gee, Treasurer; and Mary K. Sullivan, Register of Deeds.

                Ginger Anthony, Centennial Committee Member, requested Civic Center fees be waived for the kickoff event on January 31, 2009. Carl Higgs made the motion to waive the fees. Madison Traster seconded the motion and it passed unanimously. Mrs. Anthony explained the financial plans for the centennial events. She asked if, in order for contributors to use their donation as a tax deduction, checks could be written to the Historical Society/Centennial Fund.  Any donation would be put in a separate account for the celebration. Mrs. Anthony did contact an accountant regarding this and was told it could be done. The commissioners said they saw no problem with this.

                Madison Traster made the motion to approve the minutes of the September 16, 2008 meeting and the claims against the various funds of the county. Carl Higgs seconded the motion and it passed unanimously.

                Madison Traster made the motion to approve ambulance write-offs in the amount of $13,547.90 as recommended by Grant County EMS Director. Carl Higgs seconded the motion and it passed unanimously.

                Carl Higgs made the motion to participate in the KULY Christmas Greeting promotion for 100 greetings at a cost of $255.00. Madison Traster seconded the motion and it passed unanimously.

                Carol Meyer, Kansas Department of Commerce-Office of Rural Opportunity Representative, introduced herself to the commissioners.       

Bids were opened for a new water line at the airport. Teeter Irrigation bid $9,940.93; Pruyear bid $10,241.65; Smyth Oil & Gas bid $11,407.00; Tatro Plumbing of Ulysses bid $14,700.00; and Trejco bid $12,890.00. Harold DuPree, Airport Board Member, attended the bid opening and reviewed the bids. Madison Traster made the motion to approve the low bid from Teeter Irrigation of $9,940.93. Carl Higgs seconded the motion and it passed unanimously.

                Carl Higgs made the motion to appoint Randy McCauley as Department Head representative and Shelley Brown as member at large to the Safety Committee replacing J.D. Neufeld and Bonnie Wells whose terms expire. Madison Traster seconded the motion and it passed unanimously.

                Liz Rice, Juvenile Corrections introduced Avery Jones who will be taking her place. On November 11 there will be a community meeting for kids and their parents.

                Bob Moore, Insurance Agent, informed the commissioners there wouldn’t be any significant changes in the dental and vision policies for the county in 2009.

                The commissioners viewed the bathrooms at the civic center. The commissioners authorized Chairman Long to check with the architect who designed the Elkhart community building to see if she might be willing to help with plans to remodel the bathrooms.

                Randy McCauley, Road Department Administrator, received approval to solicit bids for a new motor grader. Discussion was held on purchasing a new satellite restroom, which is mandated by the federal mine regulations, for use at the county’s sand pit. It can also be used on road projects. Carl Higgs made the motion to purchase a new portable restroom at a cost of $785.00 from Johnson Septic Tanks. Madison Traster seconded the motion and it passed unanimously. Mr. McCauley requested approval to sell some old equipment that is no longer used. Approval was given to take sealed bids for the following items: Three-point disc; 12’ disc; terrace machine; pull type scraper; flatbed for pick-up; three fifth wheels off trucks; old cattle guard; 12,000 lb. winch; pumps used to clean wash pit; 500 to 1,000 gal. tank; A-frame hoist 9’ inside by 11 ½ ‘tall; and a bobtail type shouldering machine.

                Barry Hagerman, local citizen, requested fees be waived for use of the civic center by his church for preparing food for and feeding a church remodeling construction crew on September 25 -28, 2008. He also requested fees be waived May 15 – 17, 2009 when there will be a circuit assembly at the civic center. Carl Higgs made the motion to waive the fees both events. Madison Traster seconded the motion and it passed unanimously.

                Carl Higgs made the motion to approve a claim for the hospital project to GE Engineering in the amount of $25,220.00. Madison Traster seconded the motion and it passed unanimously.

                Gene Pflughoft, Economic Development Director, informed the commissioners that the Nexsun ethanol plant people reported they have financing in line and Mr. Kent plans to be here in about 30 days to talk to the commission about turn lanes or Road H.

                Carl Higgs made the motion to recess into executive session for 5 minutes to discuss non-elected personnel. Madison Traster seconded the motion and it passed unanimously. After 5 minutes the meeting continued in open session.

                Marty Long made the motion to recess into executive session for 15 minutes to discuss non elected personnel. Madison Traster seconded the motion and it passed unanimously. After 15 minutes the meeting continued in open session.

                The commissioners adjourned to meet again in regular session on October 21, 2008.
