The Grant County Commissioners held a special meeting Wednesday, March 11, at 5:30 P.M. at Ulysses City Hall.  This meeting was held in conjunction with the regularly scheduled meeting of Ulysses City Council.  Those Commissioners present were Chairman Carl Higgs and Marty Long.  Commissioner Traster was absent.

 

Joint discussion was held between the Commissioners and members of Ulysses City Council.  It was agreed by both City and County governments to make a joint application to KDOT for possible ARRA Stimulus Funds available to the 19 Counties located in southwest Kansas.  The joint application outlines engineered plans to repair Railroad tracks located on US Highway 160 at the intersection of Kansas Highway 25.  The plan specifies repairing and replacing 250 feet of railroad tracks which cross highway 160, and also resurfacing that portion of highway 160 from the railroad tracks east 650 feet with 6" concrete.  The joint application made to KDOT for these repairs includes engineering fees for a total of $637,000.  

 

Further discussion indicated the joint application was more likely to be accepted by KDOT if the City and County contributed 25% of the needed funds.  Therefore, it was agreed the City of Ulysses would contribute 12.5% or approximately $80,000, and the County would contribute 12.5% or approximately $80,000.

 

Commissioner Marty Long made a motion the County participate with the City of Ulysses in making joint application to KDOT for stimulus funds to be used for needed highway and railroad track repairs located on US Highway 160 at the intersection of highway 25.  The motion includes using County funds to pay for 12.5% or $80,000 towards the cost of repairs associated with this project.  Commissioner Carl Higgs seconded the motion.  There being no more discussion, Chairman Higgs called for a vote.  All Commissioners present voted yes and motion carried.  Marty long then made a motion to adjourn at 6:15 P.M..  Motion carried.

 

The commissioners adjourned to meet again in regular session on March 17, 2009.
