                The Board of County Commissioners met in regular session at 9:00 a.m. with all members and the County Clerk present.

 

                The monthly department head meeting was held with the following in attendance: Lance Babcock, Sheriff; Todd Hampton, City/County Building Official; J.D. Neufeld, Civic Center Manager; David Graber, Transfer Station Manager; Randy McCauley, Road Department Administrator; Don Button, Emergency Management Coordinator; Jerry Jo Deckert, EMS Director; Mary K. Sullivan, Register of Deeds; Rita Gee, Treasurer; Anita Quimby, Health Department Administrator; and Lynette Metcalf, Health Nurse. Ms. Metcalf reported on flu vaccinations. She said normal season flu vaccinations will begin today in preparation for the H1N1 Pandemic. Mr. Graber reported that fall clean up will be October 5 ? 10.

 

                Marty Long made the motion to approve the minutes of the August 18 and 25, 2009 meetings and the claims against the various funds of the county. Madison Traster seconded the motion and following clarification of several vouchers, it passed unanimously.

 

                The decision was made to change the first meeting date in October to Wednesday, October 7, 2009 in order to permit department heads and commissioners to attend the Southwest Kansas Association of Counties meeting in Ness County.

 

                Randy McCauley, Road Department Administrator, presented bids for a 1993 Dodge pickup. Gene Harbour bid $951.00; Joe Torres bid $300.00; Joan Richter bid $1,217.42; Jill Clinesmith bid $750.00; Carlos Luna bid $651.50; Cathy Sanchez bid $751.00; Brad Eisiminger bid $517.00; and Leo Romero bid $401.00. Madison Traster made the motion to accept the high bid from Joan Richter of $1,217.42. Marty Long seconded the motion and it passed unanimously. A public hearing was held on the five year plan with the State. No one from the public attended the hearing and the plan was unanimously approved by the commissioners. Mr. McCauley received approval to solicit bids for a skid steer loader, including a 6 way blade, to replace his 2000 model Bobcat.

 

                Robin Hathaway, County Attorney, met to discuss delinquent taxes. Marty Long made the motion to begin tax foreclosure procedures with a tentative tax sale date in early 2010. Madison Traster seconded the motion and it passed unanimously. Ms. Hathaway will send a courtesy letter to the delinquent taxpayers to start the process.

 

                Madison Traster made the motion to appoint Carl Higgs as voting delegate for the annual KWORCC and KCAMP meeting. Marty Long seconded the motion and it passed unanimously. Carl Higgs made the motion to appoint Madison Traster as alternate voting delegate for the annual KWORCC and KCAMP meeting. Marty Long seconded the motion and it passed unanimously.

 

                Marty Long made the motion to approve the bid from ARMI to remove the Friable Asbestos at a cost of $3,679.00. Madison Traster seconded the motion and it passed unanimously.

 

                Marty Long made the motion to approve Estimate 2 from H & D Carpet at a total cost of $9,614.36 for carpet for the Clerk of the Court?s office and the Register of Deeds Office. Madison Traster seconded the motion and it passed unanimously.

 

                Loyetta Skeen, Clerk of the District Court, informed the commissioner her public access computer has to be replaced. The cost will be under $1,000.00.

 

                The commissioners adjourned to meet again in regular session on September 16, 2009.
