The Board of County Commissioners met in
regular session at 9:00 a.m. with Commissioners Marty Long and Madison Traster
present. Chairman Higgs was absent due to illness. County Clerk Linda McHenry
was also present.
The monthly department head meeting was held
with the following in attendance: David Graber, Transfer Station Manager; J.D.
Neufeld, Civic Center Manager; Rita Gee, Treasurer; Randy McCauley, Road
Department Administrator; and Mary K. Sullivan, Register of Deeds.
Madison Traster made the motion to approve
the minutes of the October 20, 2009 meeting and the claims against the various
funds of the county. Marty Long seconded the motion and it passed.
Rita Gee, Treasurer, met with the
commissioners. Madison Traster made the motion to recess into executive session
for 20 minutes to discuss financial matters pertaining to the county. Marty
Long seconded the motion and it passed. After 20 minutes the meeting continued
in open session.
Marty Long made the motion to approve a
three year contract with Hay, Rice and Associates to perform the county?s audit
and financial services. Madison Traster seconded the motion and it passed.
Discussion was held on joining a coalition
of counties regarding opposition to listing of the Black Tailed Prairie Dog
either as a candidate for consideration as an endangered or threatened species
or as such species. A decision on this was tabled.
Marty Long made the motion to recess into
executive session for 17 minutes to discuss financial matters pertaining to the
county. Madison Traster seconded the motion and it passed. After 17 minutes the
meeting continued in open session.
Michael Winner, Kansas Highway Patrol,
requested approval to use the old care home building for training purposes. The
commissioners explained that bids are being solicited to demolish the building
and suggested he attend the bid opening so he will be able to talk to the successful
bidder regarding this possibility.
The commissioners recessed for lunch with
The Legacy @ Park View Board of Trustees at Park View Assisted Living. Those
attending from the care home were: New Administrator, Nancy Conyac; Interim
Administrator, Carla Dunnigan; Director of Nurses, Alisha Beims; Assisted
Living Director, Marsha Flummerfelt; and Board Members, Larry Kepley, Larry
Rumburg and Julia Traster. The new administrator was introduced and general
discussion was held.
Jerry Jo Deckert, EMS Director, presented
bids for an ambulance cot for the new ambulance. Madison Traster made the
motion to approve the purchase of a Stryker Ambulance Cot from ProMED of Kansas
at a cost of $5,993.00. Marty Long seconded the motion and it passed.
Sheriff Lance Babcock met with the
commissioners. Madison Traster made the motion to recess into executive session
for 15 minutes to discuss non-elected personnel. Marty Long seconded the motion
and it passed. After 15 minutes the meeting continued in open session.
Commissioner Long reported that Craig Malone
inspected the roof at the museum and in his opinion the leaking roof is because
the edges were not done correctly. Mr. Malone talked to 2 contractors and one
(DV Douglass Roofing) did not want to look at the problem. Mike Anderson looked
at it and said he thought he could make the necessary repairs to cure the
problem. The clerk will contact Mr. Anderson and ask him to provide a quote for
the job.
Robin Hathaway, County Attorney, presented a
tax sale petition which was approved by the commissioners.
The commissioners adjourned to meet again in
regular session on November 13, 2009.
