The Board of County Commissioners met in regular session at 9:00 am with all members and the County Clerk present.

 

The monthly department head meeting was held with the following in attendance:  Kristy Frazee, Health Department Administrator; Tom Fuhrmann, County Appraiser; Jerry Jo Deckert, EMS Director; Randy McCauley, Road Department Administrator; Rita Gee, Treasurer; Mary K. Sullivan, Register of Deeds; Don  Button, Emergency Management Coordinator; JD Neufeld, Civic Center Manager; David Graber, Transfer Station Manager; and Lance Babcock, Sheriff.  Marty Long led with the Pledge of Allegiance and visitor, Cary Binney gave the prayer.

 

Lance Babcock, Sheriff met with commissioners to discuss non-elected personnel.    Marty Long made the motion to recess into executive session for 20 minutes to discuss non-elected personnel.  Carl Higgs seconded the motion, and it passed unanimously.  After 15 minutes, the meeting continued in open session with no action taken.

 

Tom Fuhrmann, County Appraiser, requested guidance on whether the annual appraisal contracts should change to bi-annual to help lower his budget.  It was the consensus of the commissioners to leave appraisal contracts in the yearly budget.

 

The clerk reported there are trees with dead limps in the courthouse yard.  Due to safety the commissioners agreed the dead limbs need to be trimmed and instructed the clerk to contact someone.  The clerk also reported S&K Enterprises would like to clean the courthouse outside windows.  Carl Higgs made the motion to have S&K Enterprises clean the courthouse outside windows at a cost not to exceed $650.  Marty Long seconded the motion, and it passed.

 

The Economic Development Board of Directors returned their 2011 appropriation of $50,000 to Grant County with a letter.  The Economic Development Board would not be using the funds and realized their obligation to the community and had made the unanimous decision to return the funds.

 

Carl Higgs made the motion to approve the minutes of the regular April 19 meeting, and the special April 21, 2011 meeting, along with the claims against the various funds of the county.  Marty Long seconded the motion, and it passed unanimously.

 

Carl Higgs made the motion to pay De Lane, the new Purchasing Agent /Webmaster/Floating Employee a starting wage of $15.00 an hour.  Marty Long seconded the motion, and it passed unanimously.  Later in the day De Lane met with Commissioner Long and Commissioner Higgs to discuss her job duties.  Ms. Lane informed the commissioners she had received many responses concerning items used in the individual departments.  The commissioners gave Ms. Lane guidance on the purchasing part of her position and asked she not order automotive parts as this time.

 

Mary A. Sullivan and Joe Liebbrandt, Extension Agents; and Candace Deyoe, Brandi Andersen, and Leslie Mangels, Extension Board Members, presented their 2012 budget request of $229,200, which is an increase of $59,200 from the 2011 appropriation.  Mary A. Sullivan explained the new Extension programs, website and blog.

 

David Black, County Attorney met with commissioners.  Marty Long made the motion to recess into executive session for 20 minutes to discuss litigation involving the county.  Carl Higgs seconded the motion, and it passed unanimously.  After 10 minutes, the meeting continued in open session.

 

Richard Banes, City/County Inspector, updated the commissioners on the status of a citizen compliant concerning city zoning violations.  Mr. Banes reported he sent out a letter on the code violations to the owner but had not heard back from him and if needed, the violations will be pursued through city court.  The commissioners asked Mr. Banes to keep them informed on this issue.

 

Commissioner Long and Commissioner Higgs recessed for lunch with The Legacy @ Park View Board of Trustees at Park View Assisted Living.  General discussion was held.

Carl Higgs made the motion to adjourn at 1:45 pm.  Marty Long seconded the motion, and it passed.  The commissioners will meet in regular session on May 17, 2011.
