            The Board of County Commissioners met in regular session at 9:30 a.m. with all members and the County Clerk present.

 

            Gene Schwein made the motion to approve the minutes of the March 5, 2002 meeting.  Carl Higgs seconded the motion and it passed unanimously.

 

            Douglas Campbell, County Attorney, talked briefly to the board about the Juvenile Justice Authority.  He invited them to attend a work session in Hugoton on April 9.

 

            Tom Job, KCAMP Insurance, stopped in to visit with the commissioners since he was in the area.

 

            Gene Schwein made the motion to approve the low bid of $1500 from Marcellus House Moving to relocate the old building from one block west of Highway 25 and Patterson intersection to the Fire Department. Carl Higgs seconded the motion and it passed unanimously.

 

            Frank Goldsby, Public Works Administrator, Tom Kramer, Road Foreman, Bill Powers, City Administrator, Wayne Russett, Superintendent of Streets and Sanitation, and several contractors were present for opening asphalt bids.  Five bids were received.  J & R Sand of Liberal, Kansas bid a unit price of $23.49 for 19,000 tons for a total of $446,310; Klotz Sand Company, Inc. of Holcomb, Kansas bid a unit price of $21.95 for a total of $417,050; Broce Construction Company, Inc. of Dodge City, Kansas bid a unit price of $31.45 for a total of $597,550; Ritchie Paving, Inc. of Wichita, Kansas bid a unit price of $20.78 for a total of $395,010; and Smith Sand Company, Inc. of Garden City, Kansas bid a unit price of $22.95 for a total of $436,050.  Gene Schwein made the motion to accept the low bid from Richie Paving of $395,010.  Carl Higgs seconded the motion and it passed unanimously.

 

Mr. Kramer requested permission to purchase another type of crack sealer to compare types.  The commissioners approved his request.

 

The commissioners reviewed and approved road-crossing permits for Carl Johnson, Anadarko Petroleum and Greeley Gas.

 

Mr. Goldsby and Mr. Kramer presented quotes for work at the ambulance station.  Gene Schwein made the motion to accept the bid of $3,427 for a heater and air conditioner from Ross of Ulysses and cabinets at a cost not to exceed $2,152 plus $352.95 for countertop from Ulysses Lumber.  Carl Higgs seconded the motion and it passed unanimously.

 

Approval was given for the road department to put a seal on the parking lot at the civic center after they have make sure the area is as level as possible.

 

            Greg Soelter, Grant County Implement, and Keri Liddeke, 4-H Agent, presented specifications for the proposed covered arena at the Civic Center.  Mr. Soelter said the architect’s cost for drawings and bid documents is about $300.  The commissioners authorized them to proceed with getting drawings for the project.

 

            Jim Wilson, Gina Cavasos, and Natasha Morris, Recreation Commission, met with the commissioners to discuss the former trailer park property by the airport.  Commissioner Schwein asked if the recreation commission would survey the property to determine if there is a drainage problem.  After viewing a topographical map, it was decided that there probably wouldn’t be too much of drainage problem.  Discussion was held on insuring that the FAA has no problem if a soccer field is built on the property.  Chairman Traster will talk to the airport board to determine what FAA requirements have to be met regarding use of the property.  No decision was made on the use of the property at this time.  Mr. Wilson told the commissioners they are planning on replacing the concrete for the tennis court at the swimming pool park and putting in a skateboard park.  It was the consensus of the commission that they had no problem with this being done.

 

            Mary K. Sullivan, Register of Deeds, talked to the commissioners about scraping and painting the walls in her office that were damaged by moisture and mold.  She will contact the painters and tell them the walls are ready to be repaired.

 

            Carl Higgs made the motion to approve the claims against the various funds of the county with the exception of the $2500 voucher to Nex-Tech for web site development.  This will not be paid until we are satisfied with the template and training.  Gene Schwein seconded the motion and it passed unanimously.

 

            In order to insure a secure site, Gene Schwein made the motion to approve the quote from Pioneer Communications for a firewall for the ambulance department at a cost of $650.  The total cost for equipment for cable modem installation will be $1,655.94 plus labor.  Carl Higgs seconded the motion and it passed unanimously.

 

            Carl Higgs made the motion to approve the bid from Southern Office Supply for a Sharp AR-337 copier for the courthouse at a cost of $9860 and an annual maintenance agreement, including toner at a cost of $0.012 per copy.  Gene Schwein seconded the motion and it passed unanimously.

 

            Carl Higgs made the motion to approve participation in the Ulysses News Grant County Pride edition at a cost not to exceed $630.  Gene Schwein seconded the motion and it passed unanimously.

 

            The commissioners adjourned to meet again in regular session on April 2, 2002.
